i am trying to meet 3 socitey memebers and beome their friends but every time i go to a community lot its always under construction and it wants me to build something what do i do?

Is it the same lot everytime or is it every community lot you try to visit? And did you build it or did it come pre-built with the game?
Hmm... I've never encountered this problem but my first suggestion is that you download the university patch if you havn't already. Let me know if that fixes it or if you already downloaded it. If you have open for business, download that patch too.

Hmmmm... That's a new one to me too.
Have you tried going to the lots in build mode and then check all the construction for missing stuff(doors,phonebooth,etc etc. community lots need to have a phone booth to work) and then save the lot.
Have you downloaded any custom content?
You may have gotten a bug.
Try looking on the sims2 web site, there may be some information about this in the forums there.
Hate to say it, but if you try the patches that diet_smartie listed above and they don't work, you may have to dump the game and reinstall everything.
