It depends on the school you want to transfer to. For example, in Texas, if you wanted to transfer to UT Austin, you would probably need a much higher gpa than 3.0. I don't know about NY, but I have a feeling the better unis there would require higher than a 3.0 gpa for transfer too.
(Also, in Texas at least, if you are an international student and not a citizen or permanent resident, it is a bit more competitive to transfer.)
The websites of the schools you want to transfer to may have information about the average grades of students accepted in transfer.
In anticipation of your transfer, be sure to consult with your advisor about the proper courses to take, and be sure to keep all of your course descriptions and syllabi, just in case there is a question of the content/transferability of the courses you took.
Good luck!

no problem. just make sure the courses you take at the cc are transferable...talk to your advisor.
Theoretically, you can transfer to any university from any community college as long as you have a 3.0 or better. However, transfer admissions, just like freshman admissions, to some colleges are very competitive, and just meeting the minimum criteria would be like applying to Harvard as a freshman with only a high school diploma earned with a 2.0.
If a school has competition for its transfer slots, it can take the best of the applicants. Assuming they have lots of applicants from better community colleges with better GPAs, they will pick them over you.
As an example, here in California, graduating from community college doesn't guarantee you will get into UC Berkeley or UCLA (or even into one of the better CSUs, like Cal Poly SLO), but you probably can get into one of the lesser UCs or CSUs.
